I am part of an small group that often does events outside of the county courthouse in the public parking or sidewalk area. Does freedom of speech on a public sidewalk include tabling on a sidewalk or public ground without blocking traffic?

In addition, a friend of mine was told that some of the sidewalks were owned by the businesses behind them, even on the public square. Is this true or can it be possible even though city maintains it?

You need to check on local "right of way" laws. My neighborhood requires me to build and maintain the sidewalks and roads that touch my property, but I don't "own" them or the rights to use them even though I paid for and care for them. You're community may be different.

As far as tabling goes, that is up to local laws too, it may require a permit.
