Good deal or not? 2001 civic ex 5 speed with 121,000 for $4000?

Hey I am looking at a 2001 Honda civic and I want to know what you guys think
He is asking $4000
It has several mods done to it here are the ones I know about
It sits on 17 inch gunmetal motegi rims, cat back magnaflow 3 inch exhaust. It is lowered on tien springs over koni adjustable struts. Has front and back upper strut bars. CARBON FIBER style tail lights that are tented about as much as they can be. AEM short ram intake, Newer clutch and flywheel. Does have dent in front passenger fender and a spot below the rear passenger door in front of the wheel
The color is black, seats are gray fabric, he says the interior is clean other then a few cigarette burns (he says that it does not smell like smoke in the car, he says it was the previous owner that smoked in it)
Any help would be great.

If your into tuning, then you should get it, but if your not don't get it. The bad are a few bad thing about this car you might not like, suspension/shock are really bad you can feel every cracks you roll on. If your going up hill on freeway, this car will struggle badly. It get really good gas mileage roughly about 24 city and 33 highway. I own an 02 civic, and I had to change a lot of things on it just to ride it comfortably.

So if you like tuning, don't mind riding this thing bumpy, then this car is for you. I only like it because it give good gas mileage, I always refill it every month, about 30 buck.
