what is the purpose of a timing belt and water pump?

i have a 02 acura TL. it has 217 000 km on it. i never did the timing belt or water pump. when i step on the gas its smooth, but when i release the gas, the car jerks little bit. is this problem cause by the timing belt? or the transmission?
